Ukraine’s «Own Business» grant for IT projects: how it works in 2026
Checked 02.11.2026 · Cabinet of Ministers Resolution No. 738 as amended on 27.10.2026Since 1 September 2026, Ukraine’s state «Own Business» (Vlasna Sprava) programme has separate grants for starting and scaling a business, and IT is a priority sector. Here is what it means for your product and how we go through it together.
In short
- To start: UAH 100,000–UAH 300,000, up to UAH 500,000 with bonuses. Ukrainian citizens aged 18+; after approval — 20 days to register a sole proprietorship or an LLC
- To scale: UAH 500,000–UAH 1,500,000, up to UAH 2,500,000 with bonuses. Micro, small or medium businesses operating for at least 6 months; one new job
Who can apply
Ukrainian citizens aged 18+ (to start) or sole proprietors and LLCs operating for over 6 months (to scale).
Not eligible: activity in occupied territories or active combat zones, sanctioned persons, weapons, tobacco, alcohol (except wine) or currency exchange businesses, financial institutions. Full list — clauses 4 and 9 of the Procedure.
How much: base amounts and bonuses
- +50% — priority sectors, including IT and digital products
- +30% — frontline regions
- +20% — veteran business, VAT payer, a patent, internally displaced or relocated business, two new jobs
- +5% — age 18–25
An IT startup at the start: UAH 300,000 × 1.5 = UAH 450,000. Bonuses add up but never above the cap.

Our grant specialist maps development of your product to the programme's spending lines in the business plan. The authorised bank pays the supplier against an invoice. The funds must be used within 3 months.
What you must do after receiving it
- Over the project term (2, 3 or 5 years) pay taxes and social contributions of at least the grant amount — otherwise the difference is returned.
- Spend the funds within 3 months: the bank pays suppliers against invoices, unused money is returned.
- For scaling — create and keep a new job.

How we do it together
- The INFOCLUB grant specialist prepares the business plan and maps development to the programme's spending lines.
- You apply via Diia and pass the interview at the employment centre.
- The grant pays for development: the bank pays us as a supplier under a contract and acts.
- You hire an engineer from us — that job and its taxes fulfil the grant obligation. The contract fixes CTO time at up to 4 hours a day per project.

Roughly 1.5–3 months from application to the first funds (our estimate; application periods are set by the Ministry of Economy).
FAQ
Can an IT startup get Ukraine’s «Own Business» grant?
Yes. Since 1 September 2026 Ukrainian citizens aged 18+ can get a start grant of UAH 100,000–300,000, up to UAH 500,000 with bonuses. IT and digital products (NACE 62–63) are a priority sector with a +50% bonus. Basis: the Procedure approved by Cabinet Resolution No. 738 as amended on 27.10.2026.
What can the «Own Business» grant pay for?
On the lines in clause 7: equipment, rent, licensed software (≤25%), website and digital automation (≤10%), set-up and support of digital solutions (≤20%), commissioned copyrighted works (≤20%), marketing (≤10%), design and content (≤50%), trademark registration. The authorised bank pays the supplier against an invoice.
Do I have to repay the «Own Business» grant?
Not if the conditions are met: over the chosen term (2, 3 or 5 years) pay taxes and social contributions of at least the grant amount, and for a scaling grant create and keep a job. If less was paid, the difference is returned within two months after the term. In our model, the job of the engineer you hire from our team, together with your own taxes, meets this condition.
How long does the grant decision take?
The State Employment Centre decides within 20 calendar days after the submission deadline. Then an individual has 20 days to register a sole proprietorship or an LLC and sign the contract. The funds must be used within 3 months. Realistically 1.5–3 months from application to funds.
